Cultura Cresce
Il nuovo bando cultura cresce ha una linea di finanziamento per imprese costituite
da meno di cinque anni o team di persone che vogliono aprire una nuova impresa
culturale nelle Regioni del Sud Italia.
La nuova impresa dovrà occuparsi di: “ideazione, creazione, produzione, sviluppo,
diffusione, promozione, conservazione, ricerca, valorizzazione e gestione di beni, attività e prodotti culturali, incluse le attività ausiliarie o di supporto purché strettamente funzionali alle finalità culturali e creative.”
Potrai operare in uno dei seguenti settori:
• Musica;
• Audiovisivo (inclusi: film/cinema, televisione, videogiochi, software e multimedia, radio);
• Teatro, danza ed altre arti performative;
• Patrimonio culturale materiale e immateriale (inclusi archivi, biblioteche e musei);
• Arti visive (inclusa fotografia);
• Architettura e Design;
• Letteratura ed editoria;
• Moda, Artigianato artistico.
Il contributo a fondo perduto è del 30% mentre il finanziamento agevolato a tasso 0 è del 50%. Il massimo richiedibile è 2,5 milioni, non è previsto un minimo importo per
partecipare. Ovviamente il consiglio che bisogna dare è di essere coerenti con le proprie esperienze, risorse e capacità. E’ improbabile che ad una sola persona, senza esperienza imprenditoriale venga concesso un contributo di un milione di euro.
Fai anche attenzione che il 20% restante dovrai investirlo con capitale proprio.
Le spese ammissibili da effettuare con il contributo ricevuto:
- Impianti, macchinari, attrezzature e arredi
- Beni immateriali, compresi i software
- Opere murarie (max 20%)
- Consulenze specialistiche (esempio: brevetti, informatica etc)
- Capitale circolante (max 20%): materie prime, affitto etc.

Zes Sud
Il Sud Italia è stato inserito dal 2024 in un’unica zona economica speciale, con una serie di incentivi e semplificazioni burocratiche. Il tentativo è quello di recuperare il gap strutturale col nord Italia e favorire l’insediamento di nuovi stabilimenti produttivi ed ampliare quelli già esistenti.
L’incentivo economico è basato sul sistema del credito di imposta con una percentuale
massima ottenibile del 60%. Il credito di imposta è un sistema che consente alle imprese, una volta fatto l’investimento e seguita la procedura di compensare le tasse (è applicabile anche ai contributi previdenziali) con il credito, invece di utilizzare la propria liquidità.
Per le imprese, il credito zes, è particolarmente vantaggioso perché è possibile inserire nel piano di investimento oltre macchinari, impianti e attrezzature anche il costo degli immobili. L’immobile può essere inserito fino al raggiungimento massimo del 50% dell’investimento complessivo. L’investimento minimo richiesto per partecipare è di 200.000 euro.
Nella versione del 2026 gli investimenti devono essere effettuati tra il 1 gennaio e il 31
dicembre.
Per essere valido l’investimento deve trovarsi in una di queste Regioni: Abruzzo, Basilicata, Calabria, Campania, Marche, Molise, Puglia, Sicilia, Sardegna, Umbria.
La procedura è gestita direttamente da Agenzia delle entrate che pubblica i moduli da
compilare e il software per effettuare le comunicazioni.
Importante da sapere:
- Il meccanismo di attribuzione del credito prevede che una volta effettuate tutte le
comunicazioni di completamento, lo stanziamento totale di risorse venga ripartito tra tutte le imprese. Per esempio nel 2025, il credito spettante, da un massimo del 60% è stato ridotto al 36% circa. In finanziaria è stato poi rideterminato un aumento con una ulteriore percentuale che sarà attribuita quest’anno.
Quindi, pensa a quest’incentivo se hai già in programma un investimento, ma nel tuo piano finanziario gestiscilo con enorme cautela.
Culture Cresce: Funding Opportunities for Cultural Enterprises in Southern Italy
The new “Cultura Cresce” call for proposals includes a funding line for companies
established for less than five years, or for teams of individuals who wish to set up a new
cultural enterprise in the Regions of Southern Italy.
The new company must operate in the field of: “concept development, creation,
production, development, dissemination, promotion, conservation, research,
enhancement, and management of cultural assets, activities, and products, including
auxiliary or support activities, provided that they are strictly functional to cultural and
creative purposes.”
You may operate in one of the following sectors:
- Music;
- Audiovisual (including film/cinema, television, video games, software and
multimedia, radio);
- Theatre, dance, and other performing arts;
- Tangible and intangible cultural heritage (including archives, libraries, and
museums);
- Visual arts (including photography);
- Architecture and Design;
- Literature and publishing;
- Fashion and artistic craftsmanship.
The non-repayable grant covers 30% of the investment, while the interest-free
subsidized loan covers 50%. The maximum amount that can be requested is €2.5
million, and there is no minimum investment amount required to apply.
Naturally, the key recommendation is to ensure consistency with your experience,
resources, and capabilities. It is quite impossible that a single individual with no
entrepreneurial experience would be granted funding of one million euros.
Please also note that the remaining 20% must be invested using your own capital.
Eligible expenses that can be covered with the granted funds include:
- Systems, machinery, equipment, and furnishings;
- Intangible assets, including software;
- Construction works (up to a maximum of 20%);
- Specialized consultancy services (e.g. patents, IT, etc.);
- Working capital (up to a maximum of 20%): raw materials, rent, etc.

ZES South
Since 2024, Southern Italy has been included in a single Special Economic Zone
(SEZ), featuring a range of incentives and bureaucratic simplifications. The aim is to
reduce the structural gap with Northern Italy and to encourage the establishment of new production facilities as well as the expansion of existing ones.
The financial incentive is based on a tax credit system, with a maximum eligible rate of 60%. The tax credit allows companies, once the investment has been made and the
required procedures completed, to offset taxes (including social security contributions)
using the credit, rather than using their own cash liquidity.
For companies, the ZES tax credit is particularly advantageous because the investment
plan may include, in addition to machinery, plants, and equipment, also the cost of real
estate. Real estate can be included up to a maximum of 50% of the total investment.
The minimum investment required to apply is €200,000.
In the 2026 version, investments must be carried out between 1 January and 31
December.
To be eligible, the investment must be located in one of the following Regions:
Abruzzo, Basilicata, Calabria, Campania, Marche, Molise, Puglia, Sicily, Sardinia,
Umbria.
The procedure is managed directly by the “Agenzia delle Entrate”, which publishes the
application forms and the software required to submit the communications.
Important to know:
The credit allocation mechanism provides that, once all completion communications have been submitted, the total amount of available funds is distributed among all eligible companies. For example, in 2025 the effective tax credit rate was reduced from the maximum 60% to approximately 36%. Subsequently, the Finance Act redefined an
increase with an additional percentage that will be allocated this year.
Therefore, consider this incentive if you already plan to make an investment, but manage it with great caution in your financial planning.
