The real challenge is not simply how to reverse population decline, but how to redesign housing, services and local economies for a smaller and older country.
Italy is not suddenly facing a demographic crisis. It has been moving towards one for decades. What has changed is the scale — and the growing difficulty of pretending that the trend can still be treated as temporary.
According to the latest population projections released by Italy’s national statistics institute, Istat, the country’s resident population is expected to fall from 58.9 million in 2025 to 55 million in 2050 and 45.8 million by 2080 under its median scenario.
That would mean losing around four million residents within the next 24 years and more than 13 million over the full projection period.
These figures are projections, not certainties. The precise population of Italy in 2080 cannot be known today. But Istat considers the direction of travel remarkably clear: even its more favourable scenarios do not envisage a return to current population levels.
Italy is becoming a smaller country.
The question is what kind of smaller country it will become.
Fewer children, fewer workers, more older people
The decline is being driven by a structural imbalance between births and deaths.
Istat expects annual births to remain at around 355,000 until 2030, before falling to 335,000 in 2050 and 281,000 in 2080. Deaths, meanwhile, are projected to rise from 652,000 in 2025 to a peak of 869,000 in 2058, as the large baby-boom generations reach old age.
Immigration will continue to make a positive contribution. But even sustained migration from abroad is not expected to compensate fully for the natural deficit between births and deaths.
The transformation is not just numerical. It is also generational.
By 2050, people aged 65 and over are expected to represent 34.5 per cent of the population. The share of those aged between 15 and 64 will fall to 55.3 per cent, reducing the pool from which most of the country’s workforce is currently drawn.
The average age will rise from 46.9 in 2025 to around 51 in 2050.
That will affect almost everything: the labour market, healthcare, pensions, public transport, housing, taxation, consumer demand and the viability of thousands of local businesses.
The geography of decline
Population loss will not be distributed evenly.
Northern Italy may remain relatively stable in the short term, while the decline is expected to be faster in the Centre and particularly severe in the South.
The contrast is even greater between urban centres and Italy’s internal areas.
In 2025, approximately 13.3 million people lived in areas classified as internal, peripheral or ultra-peripheral. By 2050, that number is projected to fall to 11.8 million.
The internal areas of southern Italy alone could lose around 1.1 million residents, falling from 7.1 to six million. Their population is expected to contract around four times faster than that of the internal areas of northern Italy.
This matters because depopulation is not a linear process.
A village does not become unviable only when its final resident leaves. It begins to lose its future when the school closes, the doctor retires without being replaced, the bus service is reduced, the last bank branch disappears or the local shop can no longer find enough customers.
Each lost service makes everyday life harder. That encourages more people to leave, reducing demand further and placing the remaining services under even greater pressure.
Population loss can therefore become self-reinforcing.
More homes, or the wrong homes?
One of the most revealing aspects of Istat’s projections concerns households.
Even as the total population falls, the number of households is expected to increase from 26.7 million in 2025 to a peak of 27.9 million in 2043, before declining slightly to 27.6 million in 2050.
The reason is that households are becoming smaller.
The number of people living alone is projected to rise from ten million to 11.6 million by 2050. Almost 57 per cent of them could be aged 65 or over. Couples with children, meanwhile, are expected to fall from 7.5 million to 5.8 million.
Italy may consequently experience a strange coexistence of empty buildings and unmet housing needs.
Many towns already contain large, ageing and energy-inefficient properties that no longer correspond to the lives of their residents. At the same time, the country will need more smaller homes, accessible apartments, assisted-living solutions and housing located close to essential services.
The problem will not simply be a shortage or surplus of property. It will be a profound mismatch between the homes Italy has and the homes its population will require.
Services designed for a different country
Most Italian public and private services were designed for a growing population organised around conventional families, stable employment and relatively dense communities.
That model is becoming less representative of reality.
A smaller and older population will require a different service infrastructure: more home care, telemedicine, mobile healthcare units, demand-responsive transport, medicine and grocery delivery, shared municipal services and new forms of assisted and communal living.
Technology can help, but it cannot replace human presence.
A video consultation is useful, but it cannot accompany an elderly resident to hospital. High-speed internet can enable remote work, but it cannot by itself keep a school open. An app may organise transport, but vehicles and drivers are still required.
Italy will therefore need to combine digital access with new forms of local service delivery.
Some services may have to operate across groups of municipalities rather than within individual administrative borders. Others may become mobile, cooperative or partly community-managed. The objective cannot be to preserve every existing structure unchanged, but to guarantee meaningful access even where conventional delivery models are no longer viable.
New economies for a changing population
Tourism will remain important, especially in many smaller communities. But tourism alone cannot sustain everyday life throughout the year.
A town cannot base its long-term future solely on weekend visitors, seasonal rentals or the hope that media attention will eventually produce permanent residents.
New local economies will have to respond to permanent needs.
An ageing society will create growing demand for healthcare, rehabilitation, home assistance, adapted housing and services connected to longevity. Italy’s enormous building stock will require renovation, energy upgrades, maintenance and new management models.
Environmental protection, forestry, water management, renewable energy, food production, specialised manufacturing and distributed professional services can also create work that is connected to place without depending exclusively on the number of local consumers.
Some of these activities will require fewer workers than the industries of the past. That makes productivity, skills and the capacity to attract people from elsewhere even more important.
Migration — both domestic and international — will be part of the answer. But attracting residents without providing work, housing and services merely relocates the problem. Successful settlement requires an ecosystem, not a promotional campaign.
Smaller does not automatically mean poorer
The demographic picture is serious, but it should not be interpreted as a prediction of national disappearance.
A country can become smaller without inevitably becoming poorer, less innovative or less liveable. Population size alone does not determine productivity, prosperity or quality of life.
A smaller population could, in some places, reduce pressure on land, infrastructure and housing. Empty buildings can become a resource if they are in usable locations and can be renovated at realistic costs. Longer lives can generate new industries and forms of social participation, rather than being treated solely as a welfare burden.
The transition may also force Italy to reconsider administrative boundaries, fragmented services and development policies that have often distributed small amounts of money without creating durable economic systems.
None of this will happen automatically.
Without intervention, demographic decline is likely to deepen territorial inequality and leave older and poorer communities with fewer services. But with credible planning, it can also become the catalyst for redesigning how Italians live, work, receive care and share infrastructure.
The goal should not be to return every municipality to the population it had fifty years ago. In many places, that is no longer realistic.
Nor should Italy accept that entire territories must simply be abandoned.
The real task is more pragmatic and more ambitious: to make a good life possible in a country with fewer people, different families and a radically altered age structure.
Italy’s demographic future will not be decided only in maternity wards or at the border. It will also be decided in houses, health centres, schools, businesses, transport systems and thousands of municipal decisions about which services can still be delivered — and how.
Thirteen million fewer residents would transform Italy. But transformation is not the same as extinction.
The population decline may be difficult to reverse. The decline of opportunity, services and quality of life is not inevitable.
With less land pressure and more energy, I am wondering how the “Neorurali” could stabilize a critical mass of families and a land-based economy. Any thoughts or stats to speculate? Perhaps there could be a way to Reverse the order of “the digital nomads” to “nomad digital”. Or at least balance the types so that more families can settle , while their tech travels to augment their home economics and home schools. This is happening in the US, and there was just a well-advertised Catholic Land Movement conference with truly capable participants and practitioners. Maybe the south could grow a “digitally enhanced settler”, as in JT Foreman’s techno rural vision. So much potential space to fill with food and families, if incentives to capture Ag 4.0 new polymath farmers could be designed, and if such potential entrepreneurial families are out there.
I could be imagining them from here, but will soon begin to find out. One of our grants came through today so the investigation begins. Focusing on eco-regional scale in the hinge Laino watersheds between Pollino range, costiera and LaSila more than the country as a whole but that seems like the correct scale at which to work. With an interior 5-Borgo cooperative and coastal complex of similar size.
If I had a magic wand to decommission developed places as the population ages and shrinks it would not be the efficient though also aging (and beautiful) hilltown concentrations, it would be the (inefficient and ugly) “Italian miracle” coastal sprawl sitting on seismically liquefiable fill over what used to be wetlands, seasonal pasture, anadromous trout fisheries and other productive and beautiful land. If managed decline is the approach let’s lose the ugly first. Naïveté? Gonna find out.
