Really helpful guide for anyone conisdering buying in Italy. The first-home benefit is kinda a gamechanger when thinking about the actual cost structure, that 2% vs 9% registration tax spread alone makes relocating formally worth it financially. Ran into similar tiered incentive systems when looking at propery in Portugal last year, but Italy's cadastral value approach keeps the initial hit way lower than market-based assesments.
